Coeur Terre 2 Goes Back to the City Council: Reconsideration Hearing October 26

The City of Coeur d'Alene will hold a reconsideration hearing on Coeur Terre 2 (item S-2-26 AA) on Monday, October 26, 2026, at 5:00 p.m. in the Coeur d'Alene Public Library Community Room. Neighbor Madelyn Knutson has asked the City Council to reconsider its August 31 approval of the 202-acre subdivision. The public may testify for three minutes each on the deficiencies her request identifies.

Coeur Terre Phase 2: Traffic Impact Analysis Review

Coeur Terre Phase 2 is a 202-acre subdivision of up to 506 homes and a public elementary school site on Huetter Road in Coeur d'Alene. This community technical review of the CivTech Traffic Impact Analysis (Project No. 25-0340, 2nd submittal, April 2026) found six errors, each tied to a page of the study. The one that matters most: the 2035 result at Huetter and Mullan depends on median storage that no document says anyone will build.

Coeur Terre 2 Passes City Council 5-1

The Coeur d'Alene City Council approved the Coeur Terre 2 subdivision 5-1 on August 31, 2026, after a special hearing of more than five hours on a neighbor's appeal. Traffic was the main concern raised against it, and the approval carries 32 conditions.

City Council Denies the Coeur Terre C-17 Rezone

On April 15, 2025 the Coeur d'Alene City Council rejected Coeur Terre's request to rezone 14.095 acres from R-17 to C-17, and its request to let the underlying zoning govern all land use types. Only a small part of Amendment No. 1 was approved: a later wastewater timeline and a relocated well site.

First Zoning Request Already In Process for Coeur-Terre

Coeur Terre Annexation Approved 4-2

The Coeur d'Alene City Council approved the annexation of about 440 acres for Coeur Terre, and its annexation and development agreement, 4-2 on March 21, 2023, after a public hearing of about four hours. Neighbors in Indian Meadows objected to the density and to traffic routed through their streets.

Coeur Terre Open House at the Kroc Center

Kootenai County Land Company held an open house on May 4, 2022 for Coeur Terre, its planned 1,050-acre development of more than 4,500 homes along the proposed Huetter Road corridor. The Coeur d'Alene Press quoted the No Huetter Bypass group urging residents to attend, and its concern that the street design would push traffic into choke points.
