The letter details procedural and analytical failures, non-compliance with 23 U.S.C. 168 and FHWA guidelines, over-engineered roadway designs, omission of grade separation and multi-modal transit/rail solutions, and calls for four distinct families of alternatives grounded in Performance-Based Practical Design.

    Comments on Level 2 Alternatives for the Rathdrum Prairie Planning and Environmental Linkages (PEL) Study

    A letter to Idaho Transportation Department (ITD) regarding the Planning and Environmental Linkages (PEL) Study conducted by HDR Inc. consulting. The study appears to dismiss much of what the people had provided during the input sessions. Further, there is a consistent alignment with local government which have done nothing be present legacy concepts. The process appears to have failed the people of Kootenai County on several fronts.
